Extort enough favors from the next biggest empire, and you can probably force it through. Very useful if you want to do things like become the Galactic Custodian. I've been told that you can use Spark Diplomatic Incident to do things like sabotage defensive pacts for easier invasion, but I've never done it myself, so I have no idea if that's a common thing or a "it happened to work out one time, but 90% of the time it's useless" thing. The system as a whole is somewhat lacking. There are a few fun ones like Consume Star (which requires that you kill a certain enemy before unlocking it), but that's kinda it. Honestly, I've only ever used Acquire Asset, Gather Intel (to unlock Acquire Asset) and Steal Technology. And Sleeper Cells let's you pause infiltration before reassigning your spymaster elsewhere. Gather Intel gives you a temporary boost. Acquire Asset gives you a permanent boost that raises your max infiltration (which can unlock more operations) and makes operations easier. Gather Intel, Acquire Asset, and Sleeper Cells are all meta-espionage operations. You can use it to meaningfully supplement your tech income so long as the AI has some techs researched that you don't, and give yourself a tiny extra boost if it doesn't. But the best is generally Steal Technology. Once you have enough infiltration you can start doing operations. You can passively gain infiltration, and hence intel, by just a assigning a spymaster.
